Payment Policy

For Buyer / Sender / Individual

In making payments to the receiver/seller, whether registered with Bluraypay or otherwise, you acknowledge and agree that Bluraypay acts only as an intermediary and is not a party to the buying/selling transaction between payer and payee. Accordingly, Bluraypay does not assume any responsibility and shall have no liability of any kind whatsoever, in respect of your dealings with receiver/seller including with regards to payment made, the proper and timely delivery of goods or services in good condition, and chargebacks. Bluraypay in no way endorses, recommends and/or bears any responsibility or liability for any products, services or statements made by receiver/seller, whether registered with Bluraypay or otherwise. Receiver/seller statements and opinions are not representative of Bluraypay or its business partners and we bear no responsibility for their authenticity.

Any dispute between the payer and receiver/seller, whether registered with Bluraypay or otherwise, must be resolved directly between the payor and the payee. Bluraypay does not have any responsibility for and cannot accept any liability for the actions of any receiver/seller and by using our services, you agree to pursue all claims and disputes against a receiver/seller directly with the applicable receiver/seller.

For Seller/ Receiver/ Merchant

A transaction may be reversed or charged back to your account if it is disputed by the buyer, reversed for any reason by the Network, deemed to be fraudulent, deemed to be in violation of this Agreement, or we have any reason to believe that the transaction was not completed in good faith.

For any transaction that results in a chargeback, the Company may withhold the transaction amount from your account. If your account has any pending resolution of any chargebacks, the Company has the discretion to delay your next payout(s). The Company reserves the right to withhold from your account the amount of one or more transactions if it believes that there is a significantly increased risk of a chargeback occurring on these transactions. The Company may also charge you a fee for each refund, or chargeback, or dispute incurred.

If your account is incurring a significantly high volume of chargebacks according to the Company, the Company reserves the right to (a) suspend your account, (b) increase processing fees, (c) withhold payouts, (d) increase holding period for your funds to be paid out, (e) implement a rolling reserve.

Bluraypay reserve the right to charge a "Penalty fee" from the Users for abusing the platform, towards the charges incurred for the investigation, operational handling and legal consultation charges.

Declaration from Buyer / Seller before initiating any transaction on Bluraypay

Customer/Sender/Buyer confirms satisfactory receipt of goods and/or rendering of services (“Satisfactory Delivery”) before payment is initiated and waives all rights to raise disputes on the transaction via. Bluraypay The user is however free to raise a dispute directly with the seller / receiver. This confirmation shall be obtained as below:

  • Send to Bank A/c: By making the payment, the user confirms Satisfactory Delivery.
  • Send to Mobile/Email: By making the payment, the user confirms Satisfactory Delivery.
  • Request to Pay/Invoice: By making a payment to Fulfil a request to pay, the user confirms Satisfactory Delivery.
  • Payment on the merchant’s account page (as and when enabled): By making a payment on merchant’s account page, the user confirms Satisfactory Delivery.
Merchant / Seller / Receiver confirms satisfactory delivery of goods and/or rendering of services (“Satisfactory Delivery”) before accepting payment into his account. The merchant /seller / receiver undertakes to provide all documents that maybe required by Bluraypay and/or its payment gateway to ensure authenticity of the transaction, to settle disputes, or for whatever reasons Bluraypay may require the documents for. This confirmation shall be obtained as below:
  • Money to Bank A/c: Not applicable
  • Money to Email/Mobile: Not applicable.
  • Request to pay/Invoice: By requesting for a payment, the requestor confirms that he/she has already made a Satisfactory Delivery.
  • Registered Merchant (as and when enabled): By initiating a payment request, the Merchant confirms that he/she has already made a Satisfactory Delivery.
    This clause is not applicable for receivers / sellers who are not registered users of Bluraypay. This clause should be read in conjunction with the clause titled: Cancellation & Refund Policy.

Prohibited Services

You agree that you will not accept payments in connection with businesses, business activities or business practices, including but limited to the following:

  • Adult goods and services which include pornography and other sexually suggestive materials (including literature, imagery and other media), escort or prostitution services, website access and/or website memberships of pornography or illegal sites;
  • Alcohol which includes alcohol or alcoholic beverages such as beer, liquor, wine, or champagne etc.;
  • Body parts which include organs or other body parts;
  • Bulk marketing tools which include email lists, software, or other products enabling unsolicited email messages (spam);
  • Cable descramblers and black boxes which include devices intended to obtain cable and satellite signals for free;
  • Child pornography which includes pornographic materials involving minors;
  • Copyright unlocking devices which include mod chips or other devices designed to circumvent copyright protection;
  • Copyrighted media which includes unauthorized copies of books, music, movies, and other licensed or protected materials;
  • Copyrighted software which includes unauthorized copies of software, video games and other licensed or protected materials, including OEM or bundled software;
  • Counterfeit and unauthorized goods which include replicas or imitations of designer goods, items without a celebrity endorsement that would normally require such an association, fake autographs, counterfeit stamps, and other potentially unauthorized goods;
  • Drugs and drug paraphernalia which include illegal drugs and drug accessories, including herbal drugs like marijuana, salvia and magic mushrooms etc.;
  • Drug test circumvention aids which include drug cleansing shakes, urine test additives, and related items;
  • Endangered species which include plants, animals or other organisms (including product derivatives) in danger of extinction;
  • Gaming/ gambling which include lottery tickets, sports bets, memberships/ enrolment in online gambling sites, and related content;
  • Government IDs or documents which include fake IDs, passports, diplomas, and noble titles;
  • Hacking and cracking materials which include manuals, how-to guides, information, or equipment enabling illegal access to software, servers, website, or other protected property;
  • Illegal goods which include materials, products, or information promoting illegal goods or enabling illegal acts;
  • Miracle cures which include unsubstantiated cures, remedies or other items marketed as quick health fixes;
  • Offensive goods which include literature, products or other materials that inter alia:
  • Defame or slander any person or groups of people based on race, ethnicity, national origin, religion, sex, or other factors;
  • Encourage or incite violent acts; or
  • Promote intolerance or hatred.
  • Offensive goods which include crime scene photos or items, such as personal belongings, associated with criminals;
  • Pyrotechnic devices, combustibles, corrosives and hazardous materials which include explosives and related goods, toxic, flammable, and radioactive materials and substances;
  • Regulated goods which include air bags, batteries containing mercury, freon or similar substances/ refrigerants, chemical/ industrial solvents, government uniforms, car titles, license plates, police badges and law enforcement equipment, lock-picking devices, pesticides, postage meters, recalled items, slot machines, surveillance equipment, goods regulated by government or other agency specifications;
  • Securities which include government and/ or public sector unit bonds, stocks, debentures or related financial products;
  • Tobacco and cigarettes which include cigarettes, cigars, chewing tobacco, and related products;
  • Traffic devices which include radar detectors/ jammers, license plate covers, traffic signal changers, and related products;
  • Weapons which include firearms, ammunition, knives, brass knuckles, gun parts, gun powder or explosive mixtures and other armaments;
  • Wholesale currency which includes discounted currencies or currency exchanges;
  • Live animals or hides/ skins/ teeth, nails and other parts etc. of animals;
  • Multi-level marketing collection fees;
  • Matrix sites or sites using a matrix scheme approach;
  • Work-at-home approach and/ or work-at-home information;
  • Drop-shipped merchandise;
  • Any product or service which is not in compliance with all applicable laws and regulations whether federal, state, local or international, including the laws of India;
  • The User providing services that have the potential of casting the payment gateway facilitators in a poor light and/ or that may be prone to buy and deny attitude of the cardholders when billed (e.g., adult material/ mature content/ escort services/ friend finders) and thus leading to chargeback and fraud losses;
  • Businesses or website that operate within the scope of laws which are not absolutely clear or are ambiguous in nature (e.g., web-based telephony, website supplying medicines or controlled substances, website that promise online match-making);
  • Businesses out rightly banned by law (e.g., betting & gambling/ publications or content that is likely to be interpreted by the authorities as leading to moral turpitude or decadence or incite caste/ communal tensions, lotteries/ sweepstakes & games of chance;
  • Businesses dealing in intangible goods/ services (e.g., software download/ health/ beauty Products), and involved in pyramid marketing schemes or get-rich-quick schemes;
  • Any other product or service, which in the sole opinion of either the Acquiring Bank, is detrimental to the image and interests of either of them/ both of them, as communicated by either of them/ both of them to the User from time to time. This shall be without prejudice to any other terms & conditions mentioned in these Terms of Use;
  • Mailing lists;
  • Virtual currency, cryptocurrency, prohibited investments for commercial gain or credits that can be monetized, re-sold or converted to physical or digital goods or services or otherwise exit the virtual world;
  • Database providers (for tele-callers);
  • Bidding/ auction houses;
  • Activities prohibited by the Telecom Regulatory Authority of India; and
  • Any other activities prohibited by applicable law.
  • The above list is subject to additions/ amendments (basis changes/ amendments to applicable laws) by Bluraypay without prior intimation to you.

Cancellation and Refund Policy

Our charges for services rendered by Bluraypay are on PAY PER USE basis! The charges are clearly mentioned at the time of billing & prior of your making the payment. By making the payment, you are confirming that you are comfortable with our charges. All the Payments once made is Non-Refundable, even if the services have not been fully rendered by us. In case of any error of payment, or wrong bill or overcharge, or double charge, payment failure, etc. you may contact our support through support@raypay.co.in

How to Request Cancellation or Refund of the processing transaction?

  • If you have initiated a transaction at Bluraypay & want to cancel or refund the transaction, you can do so by writing us at support@raypay.co.in within 2 Hours of making the transaction.
  • Please provide the reason of the cancellation or refund request.
  • Also please note, any cancellation will incur a cost. For T+1 day transaction the cost shall be = (minus convenience charges paid on top of the payment) + 1% Refund/Cancellation Request Charges. For T+0 day transaction the cost shall be (minus convenience charges paid on top of the payment) + 2% Refund/Cancellation Request Charges.

  • Once request is received & cancellation is processed, it takes T+5 bank working days maximum for the transaction to be credited back to the source of payment.
NOTE: Due to COVID 19 situation, overall banking & payment industry has less staff at disposal. Due to the same, the cancellation & refund time is longer than the usual.

Fraud Reporting & Management

Complete Guide about How to Report a Fraudulent activity & how the solution could be provided

  • Reporting a Fraud:
    Persons who can report a fraudulent transaction
  • Credit or Debit Card Holder who can see their Credit Card or Bank statement has charge slip in the name of Bluray Pay… & they are confident about submitting the proof of not committing that transaction.
  • Government or Semi Government Organisations, who has been notified of such fraudulent transactions by the payment tool holder, through proper documentations/complaints.
  • Banks, Credit Card Companies or other payment partners who has been notified of such fraudulent activity in the name of Bluraypay.co.in/Bluray Pay.
  • Any concerned Citizen, who thinks they want to report some frauds being carried out in the name of Bluraypay.co.in or Bluray Pay.

How to Report a Fraud:

Kindly write an email to support@raypay.co.in with as much available details/facts/documents/ SMS’s / Statements etc.

Important Point to Note:

Any transaction done on a Monday gets cleared off from Bluraypay by 12 Noon on Tuesday.

So, any transaction done on a Monday if is reported by or before 11 Am of Tuesday, can be stopped from being cleared. Because once a transaction gets cleared & settled from Bluraypay’s end, we can only help with provide you the details of the CONMAN! But we won’t be able to help you with refund. Then only authorities will have to figure out ways to help the victim.

How We stop & Reverse a Payment in situation of a fraud being reported within safe time period?

  • In any case, if a fraud is reported within the advised safe time frame, we stop the payment & request the Sender of the payment to provide further documentations to prove legitimate use/ permission from the Credit Card/ Debit Card Holder.
  • Within a time, frame of 45 Bank Working Days, the payment is reversed back to the credit card/ debit card holders Account with a reversal charge of 3.5% applicable.
  • In some cases, the payments may hold up to 180 working days or more. depending upon how authorities would want us to go ahead on the same.
  • Please Note: Many a times our Payment Partners (Payment Gateways, etc), may ask us not to process the payment due to any issues which they find to be worrying, then in such cases too, we will hold the payment up to 180 working days or more.

How a Fraud Payment Resolution Is done at Bluraypay?

  • At Bluraypay, if authorities report a fraud which has been filed with them by the Credit Card Holder, Debit Card Holder, Bank Account holder, or any financial tool Holder, which/or whose account/tool/means has been used to pay at Bluraypay, we will share all the details of the customer whose account is subject to the fraud. This will be in purview of the right of the authorities.
  • The Fraud Payment Could be Declared Fraud, Indicative Fraud, Suspicion of Fraud or Under Investigation Fraud.
  • Once an Investigation will be in process from the authorities, any payment on that account in that time period will be kept on hold. Until there is no complete Go ahead from the authorities in a written manner, the account of the user will stay suspended.
  • In the meantime, the team of Bluraypay will get involved with the authorities in order to come to a final conclusion. Number of Hours Spent on resolution will be a cost affair & for the same a bill will be adjusted from the user. The same will be adjusted from the balance or payment in hold, or a bill shall be sent to the User in question to settle. Also, any penalty or whatsoever financial payoff will be claimed from the authorities end, shall be the liability of the user to pay/settle.
  • Please note, once a process of hold is initiated it will be for minimum 90-180 Bank Working days (or as the banks/authorities will advise).
  • Once a clearance from the legal/admin/authorities (involving banks or cyber police or police or courts, etc.) is received, either in electronic way, that is email or in Hard copy document, the same funds (with whatever subject to deduction on the charges for legal expenses/penalties etc.) will be released within 45 Banking Days max (Post the clearance received). Also, if in between any new cases arises on the same user as a second time offence, whether it holds true or not, subject to investigation again, all the funds in the account will again be put on hold.
  • IMPORTANT: The Above are just for reference. There could be more depth in the process of resolution of Fraud Payment/ Indicated Fraud & that could be communicated on case to case basis.
